At the prestigious World Police Summit 2025 in Dubai, the ASEANAPOL Secretariat, represented by its Executive Director, Police Colonel David Martinez Vinluan, took part in the groundbreaking Policing 5.0 Think Tank—a high-level forum dedicated to shaping the future of global policing. This exclusive gathering brought together strategic thinkers and law enforcement leaders from around the world to collaboratively develop a forward-looking framework that responds to the evolving demands of policing in an era defined by rapid technological advancements, shifting societal expectations, and cross-border security challenges.
Executive Director Vinluan’s active participation in the Think Tank reflects ASEANAPOL’s growing role as a regional force for global transformation in policing. He engaged in in-depth discussions on key themes including future foresight, innovation, digital realities, community-centered policing, and sustainability. Bringing a regional perspective to the table, he highlighted ASEANAPOL’s unique contributions—particularly its emphasis on regional training, digital interoperability through the ASEANAPOL Database System (e-ADS), and robust partnerships with international agencies such as INTERPOL, the Gulf Cooperation Council Police, and notably, the United Arab Emirates (UAE). ASEANAPOL’s deepening collaboration with the UAE, as host of the summit and a progressive leader in modern policing, further strengthens the organization’s pursuit of shared strategies and joint solutions to transnational crime.
In line with its mission to strengthen cross-border cooperation, ASEANAPOL actively works together with 12 Dialogue Partners, 11 Observers, and several like-minded institutions and organizations across the globe. These strategic partnerships enhance knowledge exchange, support coordinated responses to emerging threats, and promote collective capacity-building initiatives that address the increasingly complex landscape of transnational crime.
The Policing 5.0 initiative aims to define a holistic, people-centered model for law enforcement that prepares agencies for future realities. ASEANAPOL’s strategic alignment with this vision—through continuous capacity-building, officer wellness advocacy, and future-oriented planning—positions it as a key player in the global movement to modernize policing. Executive Director Vinluan’s contributions will also help shape a forthcoming global white paper on Policing 5.0, designed to guide law enforcement policy and reform efforts worldwide.
