On July 31, 2024, ASEANAPOL Secretariat Executive Director David Martinez Vinluan, along with Director for Plans and Programmes Police Senior Lieutenant Colonel Nguyen Huu Ngoc, Plans and Programmes Officer I Deputy Superintendent of Police Suresh Subramaniam, and Police Services Officer II Assistant Superintendent of Police Nithia Perumal, paid a courtesy visit to the Chief of Police Kuala Lumpur,
Commissioner of Police Dato’ Rusdi Mohd Isa, at Kuala Lumpur Police Headquarters. They were warmly welcomed by Dato’ Rusdi, accompanied by Deputy Commissioner of Police Dato’ Azry Akmar Dato’ Hj. Ayob, Senior Assistant Commissioner of Police Samsor Maarof, Senior Assistant Commissioner of Police Mohd Razali Mohd Idrus, Assistant Commissioner of Police Aidil Bolhassan, and Superintendent Nyana Segeren Krishnansamy.
This initiative for courtesy calls was encouraged by RMP’s Inspector General of Police, Tan Sri Razarudin bin Husain, who advocated for the idea during Executive Director Vinluan’s initial courtesy call on January 10, 2024. The primary aim of these visits is to foster stronger relationships, enhance collaboration, and improve communication between the ASEANAPOL Secretariat and various departments within the Royal Malaysia Police (RMP). The purpose of this particular visit was to engage in discussions to identify areas of mutual interest and potential cooperative initiatives that would benefit both organizations.
During the meeting, Executive Director Vinluan elaborated on the key roles and functions of the ASEANAPOL Secretariat as a regional law enforcement organization that facilitates cooperation and collaboration among police organizations of ASEAN Member Countries. He emphasized his commitment to synchronization and highlighted the importance of engagement and consultations with all ASEAN Member Countries to facilitate and pave the way for cooperation to take root and be accepted.
Among the various matters discussed were the capacity building training programs. Both parties deliberated on how these programs could be effectively advertised and made accessible to all RMP personnel. The emphasis was on enhancing the skills and competencies of police officers through targeted training initiatives, which would contribute to a more robust law enforcement framework within the region.
The meeting concluded with a fruitful discussion on various ways to build a strong working relationship and collaboration. Both parties expressed their intention for continued engagement with each other. There was a mutual understanding of the benefits that could be derived from such partnerships, including the sharing of best practices, joint training exercises, and the development of unified strategies to combat transnational crime.
Additionally, there was a shared vision of establishing a regular communication channel between the ASEANAPOL Secretariat and the RMP-KL. This would ensure that both organizations remain aligned on key initiatives and can respond promptly to emerging challenges in the region.
In conclusion, the visit by the ASEANAPOL Secretariat to the Chief of Police Kuala Lumpur marked a significant step towards enhancing regional law enforcement cooperation.
