ASEANAPOL SECRETARIAT HOSTS VISIT FROM PHILIPPINE PUBLIC SAFETY COLLEGE MPSA STUDENTS

Kuala Lumpur, Malaysia. The ASEANAPOL Secretariat recently had the honour of welcoming a distinguished delegation from the Philippine Public Safety College’s (PPSC) Master in Public Safety Administration (MPSA) program. This visit underscores ASEANAPOL’s commitment to fostering international cooperation and collaboration in the field of public safety.
 
On July 18, 2024, ASEANAPOL Executive Director David Martinez Vinluan extended a warm welcome to 20 MPSA students from the PPSC as part of their International Study Tour, titled "Foreign Academic Study (FASt)." The visit took place at the ASEANAPOL Secretariat Headquarters in Kuala Lumpur. Leading the PPSC delegation was Dr. Ma. Mirasol R. Uy, Chief of the Faculty Development Division and Program Manager for the MPSA and Doctor in Public Safety and Security Governance programs. The delegation was supervised by Police Brigadier General (Ret.) Ferdinando G. Sevilla, President of the MPSA program at PPSC, and Mr. Ranny D. Magno, Class Vice-President and Department Manager III of the Subic Bay Metropolitan Authority Fire Department.
 
Executive Director Vinluan, accompanied by Director for Plans and Programs Police Senior Lieutenant Colonel Nguyen Huu Ngoc, Plans and Programs Officer I Deputy Superintendent of Police Suresh Subramaniam, and Police Services Officer II Assistant Superintendent of Police Nithia Perumal, introduced ASEANAPOL to the visiting students. The presentation included the ASEANAPOL corporate video and a special initiative video by Vinluan, highlighting ASEANAPOL's efforts and initiatives in combating transnational organized crime.
 
In alignment with ASEANAPOL’s mission, “Preventing and Combating Transnational Crime through a greater nexus and creative policing collaboration,” and its vision, “Together We keep this Region Safe,” the visit facilitated meaningful discussions on enhancing cooperation between ASEANAPOL and PPSC. The PPSC requested coordination and collaboration between the ASEANAPOL Secretariat and several other organizations: INTERPOL IGCI in Singapore (visited on July 16, 2024), the Singapore Police Force, including the Singapore Anti-Scam Command (visited on July 17, 2024), the Royal Malaysia Police College in Kuala Lumpur (visited on July 18, 2024), and the Philippine Embassy in Kuala Lumpur (visited on July 19, 2024).
 
The MPSA program is renowned for its focus on policy, strategy, leadership, and global governance, with a specialization in public safety, internal peace, and homeland security. It includes senior executives from various sectors, commissioned senior officers from law enforcement agencies, industry leaders, and policy think tanks. The program is designed to address the complex and evolving nature of public safety and security.
 
PPSC, the training arm of the Department of the Interior and Local Government (DILG), is the premier institution for the training and development of personnel from the Bureau of Fire Protection (BFP), the Bureau of Jail Management and Penology (BJMP), and the Philippine National Police (PNP). PPSC offers a range of graduate, mandatory, and specialized courses through its five constituent units: the National Police College (NPC), the National Fire Training Institute (NFTI), the National Jail Management and Penology Training Institute (NJMPTI), the National Forensic Science Training Institute (NFSTI), and the Philippine Public Safety Academy (PPSA).
The ASEANAPOL Secretariat highly encourages such initiatives, as they align with one of the 14 focus areas emphasized in the Joint Communique signed by the Chiefs of the 10 ASEAN National Police forces during the annual ASEANAPOL Conference: “Exchange of Personnel and Training Programs.”
 
ASEANAPOL’s motto, “Fight Crimes, Love Humanity and Help Delinquents,” reflects its dedication to promoting safety and security across the region through collaboration, understanding, and proactive measures. This visit from the PPSC is a testament to ASEANAPOL's ongoing efforts to build a safer and more secure ASEAN community.
