ASEANAPOL Executive Director Participates in Capacity Building Program for Philippine Migrant Workers in Malaysia

On July 14, 2024, ASEANAPOL Secretariat Executive Director David Martinez Vinluan attended the culmination program for the Capacity Building and Skill Enhancement of approximately 115 Philippine Migrant Workers in Malaysia. This program, led by the Philippine Embassy’s Migrant Workers Office (MWO) and Overseas Workers Welfare Administration (OWWA), aims to provide essential skills and training to help migrant workers achieve economic self-sufficiency upon returning to the Philippines. The initiative, spearheaded by Labor Attaché II Ms. Teresa Lourdes L. Pimentel and Welfare Officer Ms. Rosanna G. Siray, focuses on business training and financial education to help participants create sustainable sources of income through entrepreneurship and investments.
The program is part of a broader effort to support Philippine Migrant Workers and their families by improving their prospects of securing better jobs in the Philippines. It includes comprehensive business training, covering areas such as starting and managing a business, understanding market dynamics, and strategic planning, alongside financial education on smart investment strategies, savings, budgeting, and effective financial management. This initiative aligns with President Ferdinand R. Marcos' vision of making overseas employment a choice rather than a necessity for Filipinos, aiming to create a supportive environment that fosters economic stability and growth for returning migrant workers.
During the event, Consul General Rousel R. Reyes delivered the keynote speech, and H.E. Maria Angela A. Ponce, Ambassador of the Philippine Embassy in Kuala Lumpur, provided the closing remarks. Executive Director Vinluan’s participation highlighted ASEANAPOL’s support for the Embassy's initiatives and its focus on combating transnational crimes, particularly human trafficking and trafficking in persons. This collaboration underscores a strong commitment to protecting the rights and welfare of migrant workers and ensuring their successful reintegration into Philippine society.
