14th ASEANAPOL Contact Persons Meeting – Tabletop Exercise and Simulation

Kuala Lumpur, Malaysia - From July 1 to 4, 2024, the 14th ASEANAPOL Contact Persons Meeting (ACPM) convened in Kuala Lumpur, Malaysia. The meeting brought together approximately 70 representatives from 10 ASEANAPOL Member Countries (AMCs), including the Royal Brunei Police Force (RBPF), Cambodian National Police (CNP), Indonesian National Police (INP), Lao Police Force (LPF), Royal Malaysia Police (RMP), Myanmar Police Force (MPF), Philippine National Police (PNP), Singapore Police Force (SPF), Royal Thai Police (RTP), and Vietnam Police Force (VPF). Additionally, 8 Dialogue Partners (DPs) and 9 Observers (OBs) were in attendance.
On July 3, Police Colonel David Martinez Vinluan, the 8th Executive Director of the ASEANAPOL Secretariat, opened the session and underscored the importance of the tabletop and simulation exercises. These exercises, moderated by ACP Dr. Bakri Zainal Abidin, Director for Police Services, with assistance from RMP Superintendent Saravanan Kanniappan, NCB Malaysia, and RMP’s DVI and CSI subject-matter experts, aimed to familiarize participants with the ASEANAPOL Communication and Coordination Protocol (ACCPCM) and the Electronic ASEANAPOL Database System (eADS). The goal was to enhance collective preparedness and response capabilities in the event of any untoward incidents.
Executive Director Vinluan wholeheartedly endorsed the 'Good Neighbour' Concept, signifying ASEANAPOL’s commitment to prioritizing mutual assistance and support among neighbouring countries. This initiative fosters stronger regional bonds and sets a commendable global standard for solidarity and cooperation.
Vinluan emphasized the critical importance of collective action in addressing complex transnational challenges such as cybercrime, terrorism, illicit drug trafficking, and trafficking in persons. By pooling resources, expertise, and efforts, ASEANAPOL members enhanced their capacity to effectively respond to these threats, reinforcing stability and security across the region and beyond. Through this commitment, ASEANAPOL reaffirmed its dedication to promoting peace, prosperity, and sustainable development. Together, the organization aimed to create a more resilient and interconnected ASEANAPOL community, better equipped to navigate the evolving security challenges of the 21st century.
