On June 27, 2024, Police Colonel David Martinez Vinluan, Executive Director of the ASEANAPOL Secretariat, along with Police Senior Lieutenant Colonel Nguyen Huu Ngoc, Director for Plans and Programs, engaged in a virtual meeting with Ms. Ying Wu, Director of Strategic Partnerships, and Mr. Marek Gajdos, a policy analyst from the Strategic Partnerships Directorate of INTERPOL. The primary focus was the 8th Edition of the Dialogue on an Effective Multilateral Policing Architecture against Global Threats (the Dialogue), scheduled for October 9-10, 2024, in Barbados. During this event, the ASEANAPOL Secretariat will present on behalf of the Chiefs of the ASEAN National Police.
Initiated in 2016, the Dialogue is a high-level initiative that brings together the world’s regional policing organizations and major intergovernmental security stakeholders under INTERPOL’s global umbrella. The aim is to coordinate efforts against global transnational organized crime threats by boosting multilateral cooperation, enhancing information exchange and best practices, and synergizing efforts among key international and regional law enforcement stakeholders.
High-level delegates from the following organizations participate in the Dialogue: AFRIPOL, AMERIPOL, EUROPOL, ASEANAPOL, Arab Interior Ministers Council, Economic Cooperation Organization, European Border and Coast Guard Agency (Frontex), Gulf Cooperation Council Police (GCCPOL), INTERPOL. Additionally, the Shanghai Cooperation Organization and UNODC participate as observer organizations.
A crucial objective of the Dialogue is to remove obstacles to information sharing between these organizations and ensure that this information is accessible to police and customs officers at border frontlines. This accessibility is essential for effectively intercepting the movement of terrorists and criminals.
Ms. Ying Wu provided updates on the progress made by both strategic and operational working groups on the Global Policing Architecture. INTERPOL, in collaboration with its corporate partner FINACTION, is compiling a comprehensive report that includes inputs from Dialogue members. This report will cover various aspects of collaboration, including establishing global communication channels among regional police organizations, data sharing policies and standards, and fostering multilateral cooperation. Mr. Marek Gajdos provided information on the roadmap and key indicators that need to be achieved by the 8th Dialogue meeting.
In response, Police Colonel David Martinez Vinluan expressed strong and continued support from the ASEANAPOL Secretariat for INTERPOL's Global Policing Architecture initiative. He provided updates on ongoing activities coordinated by the ASEANAPOL Secretariat, which align with the UN’s 17 Sustainable Development Goals and INTERPOL’s 7 Global Policing Goals. The Director for Plans and Programs of the Secretariat also updated on recent surveys circulated to ASEANAPOL member countries, seeking their views on the feasibility of contributing to and consulting a shared database for global data sharing.
The meeting concluded with a strong commitment from both INTERPOL and ASEANAPOL to engage and promote the Global Policing Architecture. This commitment aims to implement some of the initial steps in the coming years, contributing to the overarching goal of enhancing global security.
